The Industrial Partnership Agreement is an economic development tool to spur business and community wealth and growth for respective regions. Lidköping and Rockford first signed the agreement in 2006 and updated it in 2011. In 2014 it was extended to 2016 and expanded to include 15 municipalities of the Skaraborg County and the 16 municipalities of Winnebago County, SwedishAmerican Health System in Rockford and Sustain Dane in Madison, WI. The Industrial Partnership is not a sister city relationship, rather a business-focused agreement.

Skaraborg County/Skaraborgs län consist of 15 municipalities: Essunga, Falköping, Grästorp, Gullspång, Götene, Hjo Karlsborg, Lidköping, Mariestad, Skara, Skövde, Tibro Tidaholm, Töreboda and Vara.
Background: SwedishAmerican Chamber of Commerce helped with the introduction between the City of Lidköping and the the City of Rockford as both cities where on the search for an international gateway to respective market and country. This resulted in an Industrial Partnership Agreement signed between the City of Rockford and the City of Lidköping. The overall purpose of the agreement was to generate businesses and job growth for both cities. The partnership agreement was updated in 2011. In 2014 the agreement as updated and expanded and now includes on the Swedish side the City of Lidköping and County of Skaraborg and on the U.S. side City of Rockford, SwedishAmerican Foundation, County of Winnebago and Sustain Dane in Madison, WI. The mission of the agreement is to grow locally by working globally.
Bakgrund: I samband med Svensk-Amerikanska Entreprenörsdagarna i Lidköping 2006 undertecknades ett industriellt partnerskapsavtal mellan Lidköpings kommun och Rockford stad. Syftet med samarbetet var att Rockford skulle kunna vara ett nav för små och medelstora företag som önskade kontakter med USA på samma sätt som Lidköping skulle vara dörröppnare för amerikanska företag in på Europamarknaden. Under perioden 2006-2010 har ett stort antal företagsbesök gjorts som genererat värdefulla kontakter. Lidköping har haft fyra traineer på näringslivsbolaget i Rockford i 3-8-månadersperioder och Rockford har haft en trainee i Lidköping i 9 månader. Ett samarbetsavtal tecknades mellan Jimec AB i Lidköping och Leading Edge Hydraulics i Rockford. Rockfordföretaget har idag samarbete med Cejn AB i Skövde. Tack vare detta samarbete har Leading Edge fått nyanställa 28 personer under de senaste två åren. Samarbetet har också gett en positiv utveckling för Cejn AB. Högskolan i Skövde har utifrån ovan nämnda partnerskapsavtal under våren 2012 tecknat ett samarbetsavtal med Rockford College/University.
BIO: Linnea Bengtsson, International Business Developer – City of Lidköping and County of Skaraborg
Linnea Bengtsson serves as an International Business Developer for the City of Lidköping and Skaraborg County. As a result of the Industrial Partnership Agreement signed between the City of Lidköping and City of Rockford, Linnea was the first Trainee who came to Rockford in 2008 and was been instrumental in maintaining and expanding the partnership. In 2011, Lidköping’s Mayor appointed Linnea to the first-ever full-time position as International Business Developer. The position has been expanded and since 2014 Linnea is representing both the City of Lidköping and Skaraborg County (15 municipalities). Linnea is assisting companies and organizations to explore international partnerships and promoting Lidköping and Skaraborg County as the gateway to the Swedish market. Linnea also works with a wide range of student and personnel exchanges. Linnea alternates her time between Lidköping and Rockford and the overall objective for Linnea is to assist companies and organizations to grow locally by working globally. Linnea holds a Master Degree in Personnel and Management Studies from Karlstad University. Linnea serves on the board of SwedishAmerican Chamber of Commerce in Chicago and on the board of Swedish Historical Society of Rockford. On her spare time, Linnea enjoys playing tennis, running and spending time with friends and family.
